NEW: Automatic restart of ScreenTab: To force ScreenTab to use a
changed ActionPrefs file, ActionPrefsEdit will now check if ScreenTab
is running (whenever you save the ActionPrefs file) and if it is,
ActionPrefsEdit will try to quit ScreenTab and than re-run it.
